The Verge corrected its story, saying the arrangement is more complicated than first reported, though it still says Xbox Cloud Gaming will carry the game. Neither Rockstar nor Take-Two has published the deal's terms.
Bottom line — PC players have no confirmed route to GTA VI on launch day, and Rockstar has still announced no PC version.
